Fulton County Library Borrower's Rules

  • Library cards are free to any permanent or temporary resident of Pennsylvania.  Signature of parent is required through age 16.  A driver's license will be requested (or other ID).

  • The owner of a library card is its only authorized user.

  • Library cards are valid for a three year renewable period.

  • Library cards may be used at any library in Fulton County.  They also entitle the patron to free library cards anywhere in Pennsylvania participating Access PA libraries.

  • Library cards MUST be presented when borrowing materials or using any of the library's computers.

  • A $1.00 charge will be made for replacing lost cards.

  • The borrower is responsible for any materials circulated on his/her card.

  • PLEASE NOTIFY THE LIBRARY of any changes in name, address, or phone number.

Fulton County Library Loans & Returns

  • Only six (6) nonfiction in one subject area and six (6) videocassettes may be checked out per trip to the library.  Patrons may check out an unlimited number of fiction and paperback books.

  • Most books circulate for four (4) weeks.  Magazines, pamphlets, newspapers, new adult fiction, children's kits and videocassettes are checked out for two (2) weeks.

  • Audiovisual equipment is available for $5.00 per day.

  • Materials may be renewed twice in person or over the phone, new adult fiction may be renewed once.  All materials may not be renewed if reserved by another patron.

  • Books at Read & Return centers are loaned on an honor system.  Please sign up on the paper provided and return the books either at the Read & Return center or the library.

Fulton County Library Late Fees & Charges

  • Overdue fines on books will be charged $.10 per day for adults, not to exceed $2.00 per item; $.10 per day on all children's books not to exceed $2.00 per item, $.50 per day for 14-day children's kits and adult new fiction not to exceed $3.00 per item.

  • Videocassettes are rented for fourteen (14) days at $1.00 each.  Fines for overdue videocassettes are charged at a rate of $.50 per day, not to exceed $5.00 per item.  A rewinding charge of $.50 may also be charged.

  • Charges are made for full replacement cost of lost or damaged items.

  • Photocopies are made for a fee based on size of paper:

  • Color copies from computers are $.30 per page printed.

  • Scanned copies are $.75 per page printed.

  • Computer disks, paper, and labels are available for a minimal fee.

  • Faxed documents are $.50 per page transmitted.

  • Film and video equipment is rented at $5.00 per night.

Fulton County Library Internet Use Policy

 

Fulton County Library provides Internet service to area residents to meet the cultural, informational and recreational needs of our constantly changing community.

 

Please Do...

  • Sign in at the check out desk to use the Internet computers.

  • Carry identification when you use an Internet computer.  The preferred form is a local library card.  All Internet users must have a card from the Fulton County Library.

  • Ask staff members for assistance.  Their desire to help you is only limited by their need to assist other customers.

  • Visit Internet sites of your choice, within legal limits.  Viewing child pornography and other obscene material in a public facility is illegal.

  • Use the computers in a responsible manner.  Abuse of equipment and destruction of data is not responsible use.

  • Plan to use the Internet computers before the last half hour that the library is open.  The last 30 minutes is reserved for shutdown.

  • Be responsible for your children's Internet use.  An adult must accompany children under 10.  Youth between the ages of 10 and 18 may use computers on their own if a parent or legal guardian comes to the library and signs a permission slip for them.

  • Respect the rights of other library customers.  They may be waiting to use a computer or may find something you are viewing offensive.  Normally,  Internet use is limited to one hour.  If no one is waiting, librarians may extend the timeslot up to a maximum total of two hours.  The library reserves the right the right to terminate an Internet session immediately if the Internet policy is violated.

  • Respect all copyright laws.

  • Download or print useful information as long as it can be completed during your Internet session timeslot.  There is a fee for printing and for blank diskettes.

  • Be a savvy information consumer.

Please Don't...

  • Use your own diskettes on library computers.  Purchase a blank diskette at the library desk.

  • Use Internet computers for illegal or commercial purposes.

  • Use library Internet computers in ways that disrupt network users, services or equipment.  Disruptions include, but are not limited to, distribution of advertising, chain letters, worms or viruses.

  • Use the network to make unauthorized entry to any other machine via the Internet.

  • Use chat rooms, instant messaging and other interactive services for communication purposes.

Please Remember...

  • Internet resources contain a variety of material from various points of view, including explicit and controversial items.  Not all resources on the Internet provide accurate, complete or current information.  Users need to be good information consumers, questioning the validity and usefulness of resources found.

  • The Fulton County Library is not responsible for controlling access to sites which often change on a daily basis.  You may not always be able to locate sites or information you search for or had found previously.

  • The Fulton County Library is not responsible for any loss of data or damages, direct or indirect arising from use of Internet services.

  • Each library customer is responsible for the sites that he or she reaches.  Parents of minor children assume the responsibility for their children's Internet use in the library.

Policy Violations

First offense violations will normally result in termination of the current Internet sessions and a current day ban from Internet computers.  

A second offense violation will result in a three month ban from library computer use.  For readmission to library Internet use,  the offender must provide a valid photo ID, indicate understanding of Internet policies in writing and sign an agreement with Fulton County Library to adhere to the policy.

Third offenses will result in permanent banning of the offender from all Fulton County Library computers.

Fulton County Library Equipment Use

  • Adults who feel qualified may use computer equipment without instruction.  The Internet use policy is posted near computer workstations.

  • Patrons MUST sign-up to use any computer.  Patrons must present their Fulton County Library card in order to sign up.  A sign-up sheet is available at the front desk.

  • There are time limits for use of the Internet:  1/2 hour for E-mail and chat room use; 1 hour for informational use.

  • Adults MUST supervise children when using computers.

  • Compact Disks (CD's) for the computer in the children's room are available at the front desk.

  • Only staff or library volunteers may add paper to the copier or printers.  Patrons who are comfortable with the photocopier may make their own copies.

  • A videocassette player and television are available for use in the community room.

Fulton County Library Interlibrary Loan (ILL)

  • Patrons must have a Fulton County Library card to request ILL materials.

  • Patrons may request only four (4) items on ILL per week.

  • Videocassettes, computer software, reference and some multi-media materials are often not made available by loaning institutions.

  • If a charge is levied by the issuing library the cost is the responsibility of the patron.  The patron will be notified of any charges before materials are received and has the option of canceling the ILL request.
